p ∝ 1/√q

p = k/√q --------------- eqn(1)

where k is the proportionality constant.

k = p√q

if p = 3 and q = 16,

k = 3√16

= 3(4)

= 12

Also, when p = 4, k = 12

from eqn(1), √q = k/p

square both sides

q = (k/p)2

q = (12/4)2

q = 32

= 9

Answer: C
