The amount of liquid the cylindrical container can hold is simply the volume of the container.

Volume of a cylinder = π*R2H

R = 14cm

H = 18cm

π = 22/7

Volume of the cylinder = (22/7) * 142 * 18

Volume of the cylinder = 11, 088cm3

1cm3 = 0.001 litre

Volume in litre = 11, 088 * 0.001 = 11 litres
